Всякое цивилизованное общество не обходится без библиотек. Библиотеки предоставляют возможность пользования её фондами всем гражданам без ограничений по уровню образования, специальности, отношения к религии.
Конституционные права граждан на бесплатное библиотечное и информационное обслуживание закреплены законодательно. Так, в статье 44 Конституции РФ сказано: «Каждый имеет право на участие в культурной жизни и пользование учреждениями культуры, на доступ к культурным ценностям». В статье 29 Конституции РФ говорится: «Каждый имеет право свободно искать, получать, передавать, производить и распространять информацию любым законным путем».
В библиотеках нашего района созданы условия для реализации этих прав: прежде всего, они обеспечивают удовлетворение растущих и изменяющихся потребностей читателей к знаниям и культуре через открытый доступ к фондам, который сегодня составляет около 300 тыс. экземпляров книг, периодических и электронных изданий, при этом используется Единый фонд библиотек района и межбиблиотечный абонемент государственной универсальной научной библиотеки г. Красноярска (МБА). С внедрением в работу информационных технологий читатели могут запрашивать и получать справочно-информационное обслуживание через сайт Центральной районной библиотеки (www.bogbiblio.ru).
Библиотеки – один из древнейших культурно-социальных институтов. Библиотеки нашего района дают возможность каждому жителю принимать участие в проводимых библиотеками различных культурно-просветительских мероприятиях, клубах по интересам, общественном народном Университете.
Накануне Дня Конституции Центральная районная библиотека готовится представить своим читателям книжную выставку-просмотр «Конституция – основа жизни».
